共生视角下高校知识产权信息服务运行机制的构建与优化研究

摘　　要：[目的/意义]当前,我国高校知识产权信息服务普遍存在基础信息壁垒难破、产学研信息沟通不畅等问题。本研究将高校知识产权信息服务看作一个共生系统,从其内部共生要素的行为特征与相互关系的角度探讨构建服务运行机制,对解决服务现存问题,提升服务能力与水平具有重要的现实意义。[方法/过程]以高校知识产权信息服务的运行现状为出发点,从5类服务参与群体中选取15名研究样本进行半结构化深入访谈,采用扎根编码的方法提取服务运行的影响因素,并结合4种共生模式下服务系统的发展特点针对性地构建服务运行机制。[结果/结论]通过构建共生视角下的服务运行机制,以及梳理现有运行机制普遍存在的问题,提出优化资源保障机制、完善协同合作机制、健全激励评价机制以及创新服务宣传机制等高校知识产权信息服务运行机制的优化策略。[Purpose/Significance]At present,there are many problems in intellectual property information service in colleges in China,such as difficult to break basic information barriers,and poor information communication between enterprises,universities and research institutes.The intellectual property information service in colleges is regarded as a symbiotic system,and the construction of service operation mechanism is discussed from the perspective of behavior characteristics and mutual relations of its internal symbiotic elements,which is of great practical significance to solve the existing problems of service and improve the service ability and level.[Method/Process]Taking the operation status of intellectual property information services in colleges as the starting point,15 research samples were selected from five types of service participants for semi-structured in-depth interviews.The influencing factors of service operation were extracted by the method of rooted coding,and the service operation mechanism was constructed according to the development characteristics of service system under four symbiotic modes.[Result/Conclusion]By constructing the service operation mechanism from the perspective of symbiosis and combing the common problems of the existing operation mechanism,it further puts forward the optimization strategies of the operation mechanism of intellectual property information service in colleges,such as optimizing the resource guarantee mechanism,perfecting the collaborative cooperation mechanism,perfecting the incentive evaluation mechanism and innovative service publicity mechanism.
