摘 要:“双碳”背景下新能源替代转型加速,太阳能、风能被认为是最具开发潜力的新能源,但太阳能、风能资源质量分布并不均衡,弱质资源区依赖本地资源开发的能源转型困难。本文以江西为例,研究了太阳能和风能弱质资源区能源转型战略选择。太阳能和风能弱质资源区与优质资源区之间存在显著资源质量差异,导致跨区新能源开发显著的收益差异,跨区新能源开发调送可能获取丰厚的度电净收益,这使得新能源弱质资源区能源转型面临三大战略方向选择,本地新能源资源开发和被动依赖国家电网新能源调入战略均将迟滞能源转型进程,并严重影响产业集聚和经济发展。主动入驻优质资源区的跨区新能源开发合作则可带来持续低成本电力供应,并为经济发展注入全新动力,这应成为能源转型战略的重点方向。Under the background of "double-carbon", the transformation of new energy substitution is accelerating. Solar energy and wind energy are considered as the most potential new energy. However, the distribution of solar energy and wind energy resources is not balanced, it is difficult for the energy transformation of weak resource areas to rely on local resource development. Taking Jiangxi as an example, this paper studies the strategic choice of energy transformation in areas with weak resources of solar and wind energy. There is a significant differences in resource quality between the weak and high-quality solar and wind energy resource area, which leads to significant income differences in cross-regional new energy development. Cross-regional new energy development and deployment may obtain huge net income from KWH, which makes the new energy transformation in the weak resource area face three strategic direction choices.The development of local new energy resources and the passive dependence on the State Grid new energy transfer strategy will both delay the energy transformation process and seriously affect the industrial agglomeration and economic development. The cross-regional new energy development cooperation that actively settles in the high-quality resource areas can bring continuous low-cost power supply and inject new impetus into the economic development, which should become the focus of the energy transformation strategy.
