摘　　要：新时代十年,在《教育督导条例》颁布、教育督导体制机制改革以及职业教育高质量发展等因素的共同推动下,职业教育督导评价制度逐步建立,日臻构成独立体系。构建了院校设置标准、专业教学标准、教师和校长队伍标准等组成的教育督导标准体系,基本搭建了“督政—督学—评估监测”三位一体的职业教育督导评价制度框架,在推动政策落实、政府履职、学校规范办学和提高质量等方面发挥了重要作用。但同时也存在职业教育评估没有做到统一归口管理、学校督导薄弱、学生发展水平监测缺失、督导结果运用不充分等体制机制问题。未来职业教育督导评价改革应明晰督导责任,建立教育督导部门统一归口的职业教育督导评价体制;健全教育教学督导,全面落实职业教育督学职能;改革政府履职评价,压实各级政府职业教育保障责任;强化结果运用,提高职业教育督导评价权威性和实效性。In the new era decade,under the joint promotion of the promulgation of the Regulations on Education Inspection,the reform of education inspection system and the high-quality development of vocational education,the vocational education inspection and evaluation system has been gradually established and constitutes an independent system.It has built a standard system consisting of standards for setting up institutions,professional teaching standards,and standards for teachers and principals.It has initially established a framework for a trinity vocational education inspection and evaluation system of"government inspection,learning evaluation and evaluation testing",It has played an important role in promoting the implementation of policies,the government’s performance,the standardization of school operation and the improvement of quality.However,there are also problems of institutional mechanism,such as the lack of unified management of vocational education inspection,weak inspection of schools,lack of monitoring of students’development level,and inadequate application of inspection results.The future reform of vocational education inspection should clarify the responsibility of inspection,establish a unified and centralized vocational education inspection and evaluation system of vocational education under the inspection department.Meanwhile,it should improve the education teaching inspection and fully implement the function of vocational education inspection and evaluation.In addition,reform the evaluation of government performance and compact the responsibility of guaranteeing vocational education at all levels of government.Finally,strengthen the application of results and improve the authority and effectiveness of vocational education inspection and evaluation.
