“双高”院校社会服务效率评价研究——基于DEA模型的测算

摘　　要：社会服务是国家“双高计划”建设任务中“五提升”的重要内容之一。对“双高”院校社会服务能力进行评价具有现实意义。运用DEA模型对51所“双高”院校社会服务能力投入产出效率进行评价。结果显示,“双高”院校社会服务综合效率总体处于中等水平,存在不同程度的投入冗余和产出不足问题,内部要素结构亟待优化。同时,对DEA有效的“双高”院校社会服务效率进行排序,结果与“双高计划”中高水平院校立项结果之间存在较大差异。社会服务提升是一项系统工程,“双高”院校社会服务效率提升需要从强化效率意识,树立高质量发展理念,推动校企深度融合等方面入手,明确院校社会服务战略布局,提升院校综合办学实力,增强院校区域适应性,形成引领和示范效应。Social service is one of the important elements of the"Five Enhancement"in the national"Double High Plan"construction task.Evaluating the social service ability of"Double High"colleges is of practical significance.The DEA model is used to evaluate the input-output efficiency of the social service capacity of 51"Double High"colleges.The results show that the comprehensive efficiency of social services in"Double High"colleges is at the middle level,with different degrees of input redundancy and output shortage,and the internal factor structure needs to be optimized.Meanwhile,the DEA model is used to rank the effective"Double High"colleges in terms of social service efficiency.The results of the ranking are different from the results of the high level colleges in the"Double High Plan".Social service enhancement of"Double High"colleges is a systemic project,and needs to start from strengthening the awareness of efficiency,establishing the concept of high-quality development,promoting the deep the integration of vocational education with industry,clarifying the strategic layout of social service of colleges,improving college comprehensive educational strength,strengthening colleges’regional adapt ability,and forming leading and demonstration effects.
