菲律宾职业教育国际化政策分析及启示——解读《菲律宾职业技术教育与培训国际化框架》

摘　　要：随着中国—东盟全面战略关系的建立及发展,菲律宾作为东盟重要国家,是共建“一带一路”的重要合作伙伴。国际化是菲律宾职业技术教育与培训高质量发展的重要途径,特别是在全球一体化、菲律宾职业技术教育面临的突出问题、职业教育国际化发展的影响下,菲律宾技术教育与技能发展署专门起草并颁布了《菲律宾职业技术教育与培训国际化框架》。通过对政策文本的制定依据、术语界定、文本框架、实施框架等四个方面进行深度剖析,发现菲律宾政府比较重视国际合作的规制性、国际合作的多元性、国际合作的主动性和国际合作的竞争性,这对当前中国完善职业教育国际化机制、打造职业教育国际化品牌、构建职业教育国际化平台、开发职业教育国际化标准具有重要启示。Philippines is one crucial ASEAN country.With the establishment of the China-ASEAN comprehensive strategic relationship,it is an important cooperative partner in jointly building the Belt and Road.Internationalization is the key way to high-quality vocational and technical education and training(VTET).Facing globalization,prominent problems and internationalization in VTET,the Philippine technical education and skills development authority drafted and promulgated the PH TVET Internationalization Framework.This study makes an in-depth analysis of this policy’s formulation basis,term definition,text framework,and implementation framework.It finds that the Philippine government attaches great importance to the regulation,the diversity,the initiative,and the competitiveness of international cooperation.This has important enlightenment for Chinese vocational education to improve the internationalization mechanism,build the international brand,construct the international platform,and develop the international standards.
