摘  要:转基因食品标识制度是一项要求含有转基因成分的食品标明自身属于“转基因食品”的制度。该制度是我国积极稳慎推进转基因农业产业化的重要保障制度之一。在新的经济形势下,我国该制度尚缺乏法定概念支撑、主干制度不健全等问题日益凸显,逐渐与社会需求不相适应。本文尝试对现存问题背后的原因进行探讨,分别从制度设计的滞后性、风险防控理念保守和保障消费者知情权意识不足三个角度进行了分析,并就问题提出了若干建议,以期为我国转基因食品标识制度的发展提供借鉴。Genetically modified food labeling system requires food containing genetically modified ingredients indicate that they are “genetically modified food”. This system is one of the important safeguards for actively, steadily and carefully promoting the industrialization of transgenic agriculture in China. In the new economic situation, the system in China lacks the support of legal concepts and the main system is not sound, which is increasingly incompatible with social needs. This paper attempts to illustrate the radical reasons of the existing problems from three perspectives: the backwardness of system design,the conservativeness of risk prevention, and negligence of protection of consumers’ rights to know. This paper is expected to provide reference for the development of China’s genetically modified food labeling system.
