摘 要:欧洲学术出版与资源联盟2021年的调查报告显示,在参与调查的28个国家中,已有9个国家制定国家层面的开放教育政策、7个国家正在制定相关政策;欧洲高校图书馆面向校内教学部门、研究部门、收藏管理部门、学术交流部门开放教育资源,服务内容包括教学支持、研究、学术交流或开放存取出版、信息技术、数字化、版权等;欧洲高校图书馆在确保开放教育资源的可获得性方面采取了较多的行动,而对多样性、公平性与包容性的关注略有欠缺;在经费方面,233个的高校图书馆中仅12所高校图书馆的受访者称其图书馆的开放教育资源创建与调整得到了资金支持,多为学校层面的资助计划或为国家计划的一部分;约50%的图书馆在工作中涉及开放教育资源共享网络的创建、维护和参与,但只有较少的图书馆参与促进相关项目的跨境合作和联盟。欧洲高校图书馆开放教育资源建设对我国相关工作具有一定参考意义:可全过程支持开放教育资源的发展,发挥图书馆馆员的多元角色作用,推进开放式教科书的建设力度,提升用户的信息素养,加强图书馆之间的合作。The European Academic Publishing and Resource Alliance surveyed among 28 countries.The report shows that 9countries have developed open education policies at the national level,and 7 countries are developing relevant policies.Also,the report indicates libraries of European universities provide open educational resources to their on-campus departments concerning teaching,research,collection management,and academic exchange.The OER services include teaching support,research,academic exchanges or open access to publishing,information technology,digitalization,copyright,etc.According to the report,libraries of European universities have taken more actions in terms of acquisition than in diversity,equity,and inclusiveness of OER.Among the 233university libraries that participated in the survey,only 12 report that they have been funded to build and adjust OER,most of which is part of a funding plan at the university or national level;about 50%involved in the launch,maintenance,and participation of OER sharing network,with few libraries participate in advancing cross-border cooperation and alliances of relevant projects.The construction of OER in libraries of European universities offers a significant reference for China to support the whole-process development of OER,to play the multiple roles of librarians,to promote the construction of open textbooks,to improve users’information literacy,and to strengthen cooperation between libraries.
