摘  要:近年来我国越来越多高校实施长聘教职制度改革,成为高校教师人事制度改革的重要趋势。本文以2007年以来上海交通大学长聘教职制度改革为案例,分析高校这一改革探索中面临的现实困境与突出问题,提出改革的价值导向要由效率优先转向激励学术创新,以教师有序流转机制构建为突破口,系统推进教师聘任制度变革,以增量改革路径实现制度转换,深化评价激励机制改革,同步加快人事配套体制建设,逐步建立起与中国特色、世界一流大学建设相适应的教师聘任制度。In recent years,more and more universities in China have implemented the reform of the tenure system,which has become an important trend in the reform of the faculty appointment system.Taking the reform of the faculty appointment system of Shanghai Jiao Tong University since 2007 as a case,this paper analyzes the practical difficulties in the reform,and proposes that the reform orientation should shift from efficiency priority to encouraging academic innovation,take the construction of circulating mechanism of faculty as a breakthrough,systematically promote the reform of the faculty appointment system,complete the system transformation on the basis of incremental reform,deepen the reform of the evaluation and incentive mechanism,accelerate the reform of personnel supporting system and gradually establish the faculty appointment system which is suitable for the construction of first-class universities.
