摘  要:我国已初步形成了慢病综合防治工作机制和服务网络,慢病患者健康管理被置于目标人群分类管理三级预防主线中,但慢病管理效果取决于是否建立基于医患双方行为的长效激励机制。对此,医疗保险应发挥杠杆作用,以价值共创和行为经济学理论为基础,探索构建慢病自我管理的激励机制,从供需两方面整合创新,提升慢病自我管理效果。China has initially formed a comprehensive prevention and treatment mechanism and service network for chronic diseases.The health management of patients with chronic diseases has been placed in the main line of tertiary prevention for the categorization and management of target population. However, the effect of chronic disease management depends on the establishment of a long-term incentive mechanism based on the behavior of both doctors and patients. In this regard, medical insurance should play a leveraging role, based on value co-creation and behaviour economics theory, to explore the construction of an incentive mechanism for self-management of chronic diseases, and integrate innovation from both supply and demand sides to enhance the effect of self-management of chronic diseases.
