摘　　要：建立健全激励和监督机制是引导社会资本投资保障性租赁住房建设的关键所在。文章研究了激励方式选择和激励额度的设计,针对社会资本以BOO模式参与保障性租赁住房项目,采用项目净现值评价模型,从社会资本投资的角度分析测算固定激励和可变激励额度的合理范围。在此基础上,将可变激励与监督机制相结合,采用演化博弈论方法分析补贴和惩罚对政企合作行为策略的影响。基于研究成果,提出完善多渠道土地支持、优化运营期经济补贴和税收减免、促进可变激励与监督机制相结合、加强监督惩戒力度,以及与监督机制结合的金融支持、行政审批支持等多项建议。Establishing and improving the incentive and supervision mechanism is the key to guide social capital to invest in the construction of security rental housing.This paper studies the selection of incentive methods and the design of incentive quota,in view of the participation of social capital in the security rental housing project in the Build-Own-Operate(BOO)mode,it uses the project net present value(NPV)evaluation model to analyze and calculate the reasonable range of fixed incentive and variable incentive quota from the perspective of social capital investment.On this basis,the variable incentive and supervision mechanism are combined,and the evolutionary game theory is used to analyze the impact of subsidies and penalties on the behavior strategy of governmententerprise cooperation.Based on the research results,several suggestions were put forward,such as improving multi-channel land support,optimizing economic subsidies and tax relief during the operation period,promoting the combination of variable incentives and regulatory mechanisms,strengthening supervision and punishment,combining financial support and administrative authorization support with regulatory mechanisms.
