政策工具视角下英国教育国际化战略研究

摘　　要：2013—2021年,英国连续颁布三项教育国际化战略计划,这一系列战略计划为英国在全球范围内形成极具影响力的教育国际化品牌发挥了巨大作用。借助麦克唐纳尔和艾莫尔的政策工具分类理论分析,发现命令性工具、激励性工具、能力建设工具和系统变革工具分别在行为规则制定、短期资源调整、长期投资和体系建设等方面促进英国教育国际化战略的实施。该战略计划的实施遵循“情境—目标—工具”的逻辑,推进了政策工具组合从“命令性工具为主”到“激励性工具为主”;提出“全政府方式”,推进了政策工具从“更多的政府干预”到“更多的主体参与”;借助政策工具持续外扩战略布局,实现了从“高价值活动区域”到“潜在增长区域”的拓展。From 2013 to 2021,the UK has enacted three consecutive strategic plans for internationalization of education, which have played a huge role in forming a highly influential brand of internationalization of education.With the help of McDonnell and Elmore’s classification theory of policy tools, it is found that imperative tools,incentive tools, capacity building tools and system change tools promote the implementation of the UK education internationalization strategy in the aspects of behavior rule formulation, short-term resource adjustment, longterm investment and system construction respectively.The implementation of the strategic plan follows the logic of "situation-target-tool" and promotes the policy tool combination from "command tools based" to "incentive tools based";proposes a "whole-of-government" approach and promotes policy tools from "more government intervention" to "more subject participation". With the help of policy tools to continuously expand the strategic layout, it has realized the expansion from " high-value campaign regions" to "potential growth regions".
