摘  要:关注高校内部系统从理论成果产出到成果转化应用等子过程组成的链式结构作用,分别从微观视野考察我国高校科技创新状况,从宏观视野考察政府对高校科技创新投入的产出效果,以发掘制约我国高校科技创新发展的关键因素。以我国40所世界一流大学建设高校为样本,基于高校科技创新知识创造和知识转移两个阶段,采用两阶段DEA模型对其“十二五”至“十三五”期间的科技创新整体和分阶段效率进行测量及分析。结果表明:我国世界一流大学建设高校的整体科技创新效率不高且高校间效率水平差异明显;相比“十二五”期间,“十三五”期间高校在知识创造阶段的效率值高于知识转移阶段的效率值,但知识转移阶段的效率值提升幅度高于知识创造阶段;不同类型高校的科技创新子阶段效率提升不均衡,其中农林类高校知识创造阶段的创新效率实现较大幅度提升,而理工类高校知识转移阶段的创新效率尤为显著,体现出鲜明的办学定位和学科建设特点。最后,结合科技自立自强及“双一流”建设战略目标,从国家、高校及社会3个层面提出提升高校科技创新效率的对策建议。Focusing on the role of the chain structure composed of sub-processes from theoretical results output to results transformation and application in the internal system of colleges and universities, this paper investigates the state of scientific and technological innovation in colleges and universities from the micro perspective, and investigates the output effect of the government’s investment on colleges and universities from the macro perspective, in order to discover key factors that restrict the development of scientific and technological innovation in colleges and universities in China. Taking China’s 40 first-class building universities as samples, based on two stages of knowledge creation and knowledge transfer, the two-stage DEA model is adopted to measure and analyze the overall and phased efficiency of scientific and technological innovation during the 12th Five-Year Plan period to the 13th Five-Year Plan period. The results show that the overall scientific and technological innovation efficiency of China’s first-class building universities is not high and the efficiency level difference between universities is obvious, compared with the 12th Five-Year Plan period, the efficiency value of the 13th Five-Year Plan period in the knowledge creation stage is higher than that of the knowledge transfer stage, but the efficiency value improvement in the knowledge transfer stage is higher than that in the knowledge creation stage;the sub-stage efficiency improvement in different types universities is uneven, among them, the innovation efficiency of agriculture and forestry colleges and universities has been greatly improved in the knowledge creation stage, while the innovation efficiency of science and technology colleges and universities in the knowledge transfer stage is particularly significant, which reflects the distinctive orientation and discipline construction characteristics of the universities.
