摘 要:中小学课业负担是我国基础教育领域的一大顽疾。回顾历史,改革开放以来我国中小学减负政策经历了教育恢复和探索阶段、推进素质教育阶段、基础教育新课程改革阶段以及全方位治理阶段。渐进变迁过程中呈现出三个特征,即政策内容变迁的按部就班、政策实施途径变革的稳中求进、政策目标转变的积小为大;展望未来,我国中小学减负政策的渐进变革应回归学校教育主阵地、强化家校社协同育人、深化新时代教育评价改革。The schoolwork burden of primary and secondary schools is a major disease in the field of basic education in China. Reviewing the history, since the reform and opening up, the policy of reducing the burden of primary and secondary schools in China has experienced the stages of education restoration and exploration,promoting quality-oriented education, reforming the new curriculum of basic education and all-round governance. There are four characteristics in the process of gradual change. The policy content is changing step by step;The policy is making steady progress during implementation;The policy target is many a little making a mickle. Looking forward to the future, the gradual reform of the policy of reducing the burden of primary and secondary schools in China should return to school the main position of education, strengthen the cooperation between family, school and society, and deepen the reform of education evaluation in the new era.
