区际产业转移、地理特征与承接地空气质量——基于中部六省地级市数据的研究

摘　　要：选取中国中部六省地级市层面的面板数据,探究了地理气候因素在产业转移影响空气污染时所发挥作用的机制和路径。研究发现:区际产业转移会加剧中部地区承接地的空气污染,同时会通过“产业转移→空气质量”的直接路径和“产业转移→规模效应→空气质量”的间接路径发挥作用;地理气候因素对产业转移的空气污染具有调节效应,且主要通过直接路径发挥调节作用;在间接路径中,海拔因素在产业转移通过规模效应影响承接地空气质量的过程中起到了调节作用。本文政策含义如下:地方政府在进行产业发展规划时,需要充分考虑地理气候因素;同时,应尽量规避高污染、高排放企业的引入和规模化放养,避免成为环境敏感性企业的“污染避难所”。Drawing on panel data of prefecture-level cities in six provinces of central China,this paper explores the role and mechanism of geo-climatic factors in determining the impact of industrial transfer on air pollution.It is found that inter-regional industrial transfer aggravates air pollution in undertaking region of the central China,and plays a role through both direct path(industrial transfer→air quality)and indirect path(industrial transfer→scale effect→air quality).Geo-climatic factors have moderation effects on the air pollution effect of industrial transfer mainly through the direct path(industrial transfer→air quality).Meanwhile,the altitude factor also plays a moderating role in the process in which industrial transfer affects the air quality of undertaking region through scale effect.Therefore,when carrying out industrial development planning,local governments need to fully consider geo-climatic factors.Meanwhile,local governments should try their best to avoid the introduction of enterprises with high pollution and high emissions,so as to avoid becoming a“pollution paradise”for environmentally sensitive enterprises.
