试论党内法规学与中共党史党建学的关系

摘　　要：党内法规学在理论上是一门由法学、政治学、马克思主义理论、中共党史党建学、纪检监察学五个一级学科融合形成、协同建设的新兴交叉学科,实际上主要由法学、中共党史党建学孵化而来。目前,法学对党内法规学的学科支撑作用最大,同时存在以国家法为中心的学科局限性。基于以中国共产党作为学科对象的同源性,中共党史党建学在思想理论、概念话语、制度建设、行为规范和外部关系方面可为党内法规学注入新质素。中共党史党建学设置党内法规学二级学科具有必要性和可行性,不仅可以借此完善一级学科知识体系、提升规范性和强化实践性品格,同时党内法规学可在该一级学科框架下扩大学科生长科域,增强学术研究的思想深度、理论厚度和历史广度以及人才培养力度。Theoretically,the discipline of inner-Party laws and regulations is an emerging interdisciplinary subject that is formed and developed from five first-level disciplines:jurisprudence,political science,Marxism studies,the discipline of Chinese Communist Party history and Party building,and the study of discipline inspection and supervision,while it is mainly established based on jurisprudence and the discipline of Chinese Communist Party history and Party building.Currently,jurisprudence plays the most important role in supporting the discipline of inner-Party laws and regulations,while it is centered on state law and has obvious limitations.Based on the homology of taking the Chinese Communist Party as the subject of study,the discipline of Chinese Communist Party history and Party building adds new elements into the discipline of inner-Party laws and regulations in terms of ideological theory,conceptual discourse,system construction,behavioral norms and external relations.It is necessary and feasible to set up the second-level discipline of inner-Party laws and regulations in the discipline of Chinese Communist Party history and Party building.It can not only improve the body of knowledge for the first-level disciplines,enhance normative capacity and practicalness,but also expand the scope of growth of the discipline under the first-level disciplinary framework,strengthen the ideological depth,theoretical thickness,and historical breadth of academic research,as well as the intensity of talent cultivation.
