摘 要:党的十八大以来,在坚持以人民为中心的发展思想指导下,我国高度重视并大力发展学前教育,幼儿园资源和幼师队伍迅速扩大,幼儿入学率和教学质量大幅提升“,入园难“”入园贵”问题得到有效缓解,提高了人民群众的幸福感和获得感。与此同时,受我国人口规模、发展阶段、基础条件等方面制约,学前教育事业面临优质教育资源不足且分配不均、地区发展不平衡不充分等诸多难点和痛点。有必要进一步构建完善公益普惠学前教育政策体系,通过扩大优质普惠资源覆盖面、有效疏导幼儿园运营成本、建设高水平师资队伍、提升公共信息服务能力等一系列保障措施,促进学前教育高质量发展,更好满足人民群众对美好生活的需要。Since the 18th National Congress of the Communist Party of China, under the guidance of the people-centered development concept, China has attached great importance to and vigorously developed preschool education. The kindergarten resources and kindergarten teacher teams have been expanded rapidly, the enrollment rate and teaching quality of children have been improved significantly, and the "difficulty" and "expensive" problems have been alleviated effectively, improving the people’s sense of happiness and gain. At the same time,restricted by China’s population size, development stage, basic conditions and other aspects, preschool education is facing many difficulties and pain points, such as insufficient and uneven distribution of high-quality education resources, and uneven regional development. It is necessary to further build and improve the public welfare inclusive preschool education policy system, and promote the high-quality development of preschool education and better meet the needs of the people for a better life by expanding the coverage of high-quality inclusive resources,effectively reducing the operating costs of kindergartens, building a high-level teaching staff team, and improving the public information service capacity.
