摘 要:科技人才共享是指采用“不求所有、不求所在、但求所用、来去自由”以及“关系不转、身份不变、户口不迁”的柔性流动方式引进人才的人才配置模式。科技人才共享能够以较低的成本解决科技人才队伍结构性矛盾,盘活现有科技人才,提高科技人才的利用效率。我国已开展了众多跨区域科技人才共享实践活动,主要包括四种模式:以项目为载体的“飞地平台”模式、政府推动的“科技镇长团”模式、人才多重身份的“多机构共引”模式、第三方共享平台模式。科技人才共享机制则包括动力机制、运行机制、调控机制和产出机制等。进一步推进科技人才共享机制建设增加创新产出,主要有三条路径:一是以利益为纽带,增强科技人才共享的动力机制;二是以技术为帮手,推进科技人才共享的运行机制;三是以政府为主导,完善科技人才共享的调控机制。Scientifi c and technological talent sharing refers to a talent allocation mode of introducing talents by adopting a fl exible fl ow mode of“not seeking ownership,not seeking location,but seeking use and freedom of coming and going”and“not changing relationship,identity and residence”.Scientifi c and technological talent sharing can solve the structural contradiction of scientifi c and technological talents at a lower cost,revitalize the existing scientifi c and technological talents,and improve the utilization effi ciency of scientifi c and technological talents.China has carried out many cross-regional scientifi c and technological talent sharing practices,mainly including four modes,i.e.,“Enclave Platform”mode with projects as the carrier,“Science and Technology Town Mayor Group”mode promoted by the government,“Multi-agency Co-introduction”mode with multiple identities of talents,and third-party sharing platform mode.The scientific and technological talent sharing mechanism includes a power mechanism,an operation mechanism,a regulation mechanism,an output mechanism and the like.To further promote the construction of the scientific and technological talent sharing mechanism and increase the innovation output,there are three main paths.The fi rst path is to strengthen the dynamic mechanism of scientifi c and technological talent sharing with interests as the link.The second path is to promote the operation mechanism of scientifi c and technological talent sharing with technology as the helper.The third path is to improve the regulation mechanism of scientifi c and technological talent sharing with the government as the leading role.
