摘　　要：受“需求驱动”市场机制的影响,高等教育质量风险评估成为21世纪以来澳大利亚高等教育质量保障的重要方式。高等教育质量与标准署作为风险评估的行为主体,基于“变触”和“循证”两大评估理念,对高等教育机构的学生、教师、财务、监管历史与现状等4个关键领域开展周期性的质量风险评估。借鉴澳大利亚高等教育质量风险评估经验,我国高等教育质量评估要树立“风险”为特征的评估理念,奠定评估共识基础;采取“变触”的评估机制,分类监管高校风险;遵循“证据”特性的评估路径与方法,提高评估的科学性。Due to the influence of“demand-driven”market mechanism,higher education quality risk assessment has become an important way to ensure the quality of Australian higher education since the 21st century.The Tertiary Education Quality and Standards Agency as the subject of risk assessment,based on the concepts of“variable touch”and“evidence-based”assessment,we conduct periodic quality risk assessments in four key areas of higher education institutions:students,faculty,finance,and regulatory history and status.Drawing on the experience of the Australian higher education quality risk assessment,its enlightenment to our country is:establish“risk”as the characteristic of the assessment concept,lay the assessment consensus foundation;adopt the evaluation mechanism of“variable-touch”to classify and supervise the risks of colleges and universities;follow the evident characteristics of the evaluation path and method,improve the scientific evaluation.
