摘　　要：行政改革是提振公共行政公共性的关键举措。改革开放以来,得益于以机构改革为牵引的行政改革持续推行,行政组织的功能和公共行政的有效性都得到了显著增强,有力夯实了公共行政的公共性。然而,随着改革的深入,机构改革逐渐显露与发展时空脱节和主体缺场的缺陷,而且面临改革边际收益下降和成本攀升的困境。因此,行政改革本身也亟需一场深刻变革。在工业社会转向数字社会的复杂场景中,公共行政的社会建构主义主张以社会场景和社会关系找回时空性和主体性,进而将行政改革的焦点从组织本身的优化转向合作行动的建构。社会建构主义视阈下的行政改革,力求将公共行政思维从回应性转向前瞻性,将目标从协作性转向合作性,将方法从自在性转向他在性,以公共行政的社会性确保公共行政公共性的持续高企。未来的行政改革,当根植数字时代,促进政府与社会之间的关系从单向调适到多维互构共变的历史性跨越,搭建多元主体合作行动的基本框架。Administrative reform is a key measure to enhance the publicness of public administration.Since the reform and opening up,thanks to the continuous implementation of administrative reform,the function of administrative organizations and the effectiveness of public administration have been significantly enhanced and the publicness of public administration has been effectively consolidated.However,with the deepening of reform,institutional reform has gradually revealed the defects,such as falling short of development and the absence of main subjects,and is facing the dilemma of declining marginal returns and rising costs of reform.Therefore,the administrative reform itself also needs a profound change.In the historical process of moving towards the digital age,the way of communication among the public and between the public and the administrative staff is undergoing profound changes.The symbiotic relationship between administrative organizations and their environment is highlighted.These new changes require administrative reform to be comprehensively refreshed from dimensions of thinking mode,goal orientation,method path and so on.The social constructivism of public administration,which shares ideological resources with post-modern public administration theory,upholds forward-looking thinking,cooperative goals and alterity method,which is a strong response to this trend.The social constructivism of public administration advocates using social scenes and social relations to retrieve space-time and subjectivity and shifting the focus of administrative reform from the optimization of the organization itself to the construction of cooperative action,which plays an important role in getting out of the predicament of institutional reform and returning to the track of administrative reform.First of all,the thinking of promoting administrative reform has changed from responsiveness to farsightedness.All previous institutional reforms have taken the urgent needs of economic system reform as an important indicator of organiza
