摘  要:高校分类评价作为高等教育评价改革的重要一环,不仅是引导高校多样化、特色化发展的政策抓手,更是推动高等教育高质量内涵式发展的内在要求。制度化是高校分类评价建立完善的制度体系、实现其价值理念被普遍接受的发展过程。基于新制度主义理论视角,研究发现高校分类评价制度化中遭遇利益博弈导致的集体行动困境、政策规制不健全和共识不足引发的“合法性”困境、传统评价惯习形成的路径依赖困境。对此,可行的突破之策是夯实高校分类评价的制度逻辑,优化集体行动的利益格局;推动正式制度与非正式制度的供给,增强“合法性”基础;破除“五唯”评价导向惯性,优化评价结果使用方式。As an important part of the reform of higher education evaluation,university classified evaluation is not only a policy anchor to guide the diversified and characteristic development of universities,but also an inherent requirement to promote the high-quality connotation development of higher education.Institutionalization is the development process of establishing a sound institutional system for university classified evaluation and achieving its universally accepted values.Based on the perspective of the new institutionalism theory,the study found that the institutionalization of classified evaluation in universities encountered collective action dilemmas caused by interest games,“legitimacy”dilemmas caused by imperfect policy regulations and insufficient consensus,and path dependence dilemmas caused by the formation of traditional evaluation habits.To this end,the feasible breakthrough strategy should be to consolidate the institutional logic of university classification evaluation and optimize the interest pattern of collective action;promote the supply of formal and informal institutions and strengthen the foundation of"legitimacy";break the“five only”evaluation guidance inertia and optimize the use of evaluation results.
