摘  要:基于中国2006—2019年30个省级面板数据,分别利用超效率SBM-DEA模型和熵值法测度城乡环境治理效率、数字技术发展综合指数,然后运用系统GMM和全面FGLS估计方法实证检验数字技术对城乡环境治理效率的影响效应。结果表明:2006—2019年中国省级城乡环境治理效率均值呈现出波动中下降趋势,城市呈现东中西梯度下降态势,乡村东部地区呈波动下降趋势,中西部地区整体呈波动上升趋势。2006—2019年中国数字技术发展平均水平逐年递增,并呈现东中西地区梯度下降态势。计量检验显示:城乡环境治理效率均具有动态累积效应,数字技术有助于城乡环境治理效率提升,区域异质性表现为东部地区>西部地区、沿海地区>内陆地区;经济增长、城市化、工业化、对外开放对城市和乡村环境治理效率提升均具有抑制作用,人口密度对城市环境治理效率提升具有促进作用,而对乡村环境治理效率提升则具有抑制作用。With the rapid development of the new generation of digital technologies such as cloud computing,artificial intelligence,Internet of Things,big data,etc.,the monitoring and pollution disposal of the ecological environment are also facing unprecedented development opportunities towards informatization and intelligence.Applying digital technologies to urban and rural ecological environment governance not only complies with the development law and trend of digital economy under the new situation,but also promotes the precision and scientificity of ecological environment governance,improves the government’s ecological environment governance efficiency,and helps protect the ecological environment.Based on the theoretical analysis of the impact of digital technologies on the efficiency of urban and rural ecological environment governance and the data of 30 provincial panels in China from 2006 to 2019,this paper uses the super-efficient SBM-DEA model and the entropy method to measure the urban and rural environmental governance efficiency and the comprehensive index of digital technique development.Then,the impact effect of digital technique development on the efficiency of urban and rural environmental governance was empirically tested by using the systematic GMM and the comprehensive FGLS estimation method.The results show that,from 2006 to 2019,the average efficiency of urban and rural environmental governance at the provincial level in China shows a fluctuating downward trend;the cities show a downward trend in a gradient of eastern China,central China and western China;the countryside shows a downward trend of fluctuations in the eastern part of China,and a fluctuating upward trend in central and western regions.From 2006 to 2019,the average level of China’s digital technique has increased year by year,and it has shown a gradient decline trend in eastern,central and western regions.The measurement and inspection show that the efficiency of urban and rural environmental governance has a dynamic cumulative effect
