苏州技术技能创新平台协同支撑的路径研究

摘　　要：创新平台是区域创新体系的重要组成部分。近年来,苏州创新平台规模不断扩大,结构体系日益完善;新型研发机构迅猛发展,产学研载体集群建设;平台支撑作用增强,协同效果明显。但在平台功能发挥、主体关系协调、运行效率动能等方面也需要改善。作为长三角重要的创新引领城市,苏州要发挥创新平台的协同支撑作用,关键是从利益共享机制层面破题,将协同创新活动与各板块现代产业体系建设同步规划,统筹产业链条与创新链条内各创新主体协同创新,以产学研协同方式“市场化”、协同关系“体系化”、协同内容“项目化”、协同链接“国际化”、协同制度“机制化”,打造高端平台创新集群。The innovation platform is an important part of the regional innovation system.In recent years,the scale of innovation platforms in Suzhou has been continuously expanded and the structural system has been increasingly improved;new R&D institutions have developed rapidly,and industry-universityresearch institutions have built innovation clusters;the supporting effect of the platforms is enhanced and the synergistic effect is obvious.However,there are some aspects that need to be improved in terms of the function of the platforms,the coordination of main body relations,and the kinetic energy of operational efficiency.As an important innovation leading city in the Yangtze River Delta,the key to Suzhou to play the collaborative support role of the innovation platform is to solve the problem from the benefit sharing mechanism,synchronize collaborative innovation activities with the modern industrial system of all sectors,and coordinate collaborative innovation within the industrial chain and innovation chain,the collaboration mode is“market-oriented”,the collaboration relationship is“systematized”,the collaboration content is“project-based”,the collaboration link is“internationalized”,and the collaboration system is“institutionalized”to build a high-end platform innovation cluster.
