摘  要:集团化办学水平极大地依赖于集团内部的治理结构与治理能力。当前基础教育集团化办学内部治理要突破的问题包括:集团治理的制度化水平有待提升,仍有部分“好学校”的集团化停留于“资源输出”,“单中心”的集团化格局无法服务于高质量教育生态的持续建构。集团化办学基础、催化领导、制度设计和协同过程是建构集团内部治理分析框架的关键要素。结合首都师范大学附属中学教育集团的发展历程,在优化教育集团内部治理时,应该尊重客观基础,建立命运共同体;在集团内部治理过程中鼓励、容许机制自主创生;寻求关系的平衡,避免成员校被“边缘化”;通过内部协同治理实现持续优化的螺旋式上升。The level of collectivized school-running depends greatly on the governing structure and ability within the group.Currently,the key problems that need to be overcome in the internal governance of collectivized school-running of the basic education include:the need to improve the institutionalization level of group governance,some "good schools" still remain in the "resource output",and the "single center" group pattern cannot serve the continuous construction of highquality educational ecology.Foundation of collectivized school-running,facilitative leadership,institutional design and collaborative process are the key elements of constructing the internal governance analysis framework for collectivized school-running.Based on the development history of Capital Normal University High School Education Group,in optimizing the internal governance of education groups,we should respect objective foundations,establish a community of common destiny,encourage and allow mechanism autonomy in the process of internal governance,seek balance of the relationships and avoid marginalization of member schools and achieve the spiral rise of continuous optimization through internal collaborative governance.
