摘 要:为推动经济社会绿色转型发展和回应社会关切,欧盟通过一系列政策系统布局可持续发展教育,在宏观层面提出构建欧盟绿色转型和可持续发展教育网络,在中观层面建议成员国加强政策落实、财政激励和文化宣传,在微观行动层面鼓励优化学校治理,创新教学方式,提升教师可持续发展能力素养。为引领这些教育政策行动的实施,欧盟制定了兼具目标导向和评价功能的可持续发展能力框架,提出四个领域的12项可持续发展能力,从知识、技能和态度三个维度阐述了各项关键能力的内涵。欧盟可持续发展教育政策体现了社会发展和人的发展的有机统一,构建了可持续发展教育的共同理解和行动框架。The Council of European Union has put forward a series of policies on education for sustainable development in order to meet the needs of social economic green transformation development and social concerns.An education network for green transformation and sustainable development have been systematically built at the macro planning level.Additionally,the EU strengthen the implementation of policies,financial incentives and cultural publicity at the medium level.At the micro level,a series of action for school governance optimization,teaching methods innovation and teachers'ability and literacy of sustainable development enhancement were introduced in succession.To guide the implementation of these policy actions,the EU has also developed the European Sustainability Competence Framework,which sets out 12 competences in four areas.The framework with both goal-oriented and evaluation functions expounds the connotation from three dimensions of knowledge,skill and attitude.To conclude,the strategies of education for sustainable development in the EU embody the organic unity of social and human development and construct the common understanding and action framework of education for sustainable development.
