摘 要:出于对公民赋权差距和参与机会不均问题的担忧,美国公民教育领域倡导一种以学生为中心、以实践为形式、正义导向的“公民行动”项目。“公民行动”超越了传统知识导向的公民教育模式,以“服务学习”“社会情感学习”和“积极青年发展”等理论为基础,其目标是赋权给年轻人,使他们在平等参与中实现个人发展和社会变革。“公民行动”倡议组织基于变革理念建立了“公民行动”实践框架,依托专业组织实施“公民行动”项目,并基于项目预期教育成果建立了循证评估体系。“公民行动”项目在实践中呈现出聚焦公民教育目标、积极推动社会团结、基于真实生活情境、多方协作、评估体系全面多元等特点。In recent years,due to the concerns about the civic empowerment gap and unequal opportunities for participation,the U.S.civic education field advocates a student-centered,practice-based,justice-oriented Action Civics program.Action Civics goes beyond traditional knowledge-oriented civic education model and is based on theories such as Service Learning,Social and Emotional Learning and Positive Youth Development,with the goal of empowering youth to achieve personal development and social change through equal participation.The advocacy organization of Action Civics has established an Action Civics practice framework based on the concept of change,implemented Action Civics programmes by relying on professional organizations,and established an evidence-based evaluation system based on the expected educational outcomes of the program.In practice,Action Civics program shows the characteristics of focusing on the goals of civic education,actively promoting social solidarity,based on life situations,multi-organizations cooperation,and with comprehensive and diverse evaluation systems.
