摘 要:高等教育评估是保障高等教育质量的重要举措。新中国成立以来高等教育评价制度改革经历了停滞、恢复、探索、全面发展以及创新发展等五个阶段,表现出“五维转向”的逻辑理路:评价主体由一元主导转向多元参与;评价价值取向由鉴定甄选转向导向激励;评价指标体系由单一化外在指标转向分类化内涵式发展;评价结果运用由“鉴定达标—奖惩并用”转向“诊断问题—持续改进”;评价话语体系由移植依附转向特色创新。Higher education evaluation is a universal and common action to improve the quality of higher education all over the world.Based on the comprehensive analysis of higher education policy texts and literature since the founding of New China,the reform of higher education evaluation system has experienced stagnation,recovery,exploration,all-round development and innovative development stages,showing a logical thinking of“five-dimensional turn”:The main body of evaluation has changed from single subject to multiple participation;the value orientation of evaluation has changed from identification and selection to orientation and motivation;the evaluation index system has changed from singular external indicators to categorized connotative development;the application of evaluation results has changed from“identification up to standard-combination of reward and punishment”to“diagnose problems-continuous improvement”;the evaluation discourse system has changed from transplantation and attachment to characteristics and innovation.
