摘 要:教育进入新的发展阶段,教师轮岗需要解决的主要矛盾和核心价值诉求已经发生变化,“补偿”取向下目标与手段在一定程度上错位,“公共善”与“个体善”的非平衡态使得教师轮岗行为功利化,主要行动者是个体而非组织影响了轮岗教师的作用发挥和可持续发展。从组织学习视角分析教师交流轮岗,其根本目的是一种价值立场的转换,即从关注教师的基本属性,并将之作为教育资源而关注其配置情况,转换为关注教师在轮岗后作用的发挥、个体的专业发展、团队总体育人水平、学校教育教学质量等多个层面的表现,后者更趋近于交流轮岗的“初心”。因此,教师轮岗涉及个体、团队、组织和跨组织多个层面的互动和知识转换,在个体层面,要谋求“公共善”与“个体善”的动态平衡;在团队层面,要通过小组学习形成共享认知和情感联结;在组织层面,从动态交流中实现整体优化;在跨组织层面,指向生态优化的公共教育体系重构。The key contradiction and core value appeal of teacher rotation have changed as education enters a new developing era.Under the“compensatory”orientation,the goal and means are misaligned to a certain extent.The unbalanced state of“public good”and“individual good”makes the teacher rotation behavior utilitarian.Moreover,the fact that the prominent actor is the individual rather than the organization affects the role and sustainable development of the teacher rotation.From the perspective of organizational learning,the fundamental purpose of it is to shift the value position,which means to change from paying attention to the basic attributes of teachers,taking them as educational resources and paying attention to their allocation,to paying attention to how teachers’play their roles after taking turns to work,and their performance in multiple aspects such as teachers’individual professional development,overall team education level and schools’teaching quality.The latter is closer to the“original intention”of the exchange institution.Therefore,teacher rotation involves interaction and knowledge transfer at multiple levels of individual,team,organization and cross-organization.At the individual level,the dynamic balance between“public good”and“individual good”should be sought.At the team level,it is necessary to form shared cognitive and emotional connection through group learning.At the organizational level,the overall optimization is realized through dynamic communication.At the cross-organizational level,it points to the reconstruction of the public education system with ecological optimization.
