新时期高校测试仪器设备规范化管理探究

摘　　要：为了适应新时期高校“双一流”建设和质量体系建设的需要,结合公共测试平台的特点,梳理高校测试仪器设备使用管理现状,分析问题产生的具体原因,深入探索规范化管理的有效措施与实现路径。针对高校测试仪器使用管理中面临的主要问题及产生的具体原因,提出“提高认知、提升理念”“明晰规范思路、完善管理机制”“注重政策引领、加强评价激励”“重视业务交流、加强人员培训”等具体措施。近3年的实践说明,相关举措行之有效,促进了高校公共测试平台的健康发展。In order to meet the needs of the“Double Top-Class”construction of universities in the new era and the construction requirements of the quality system,this paper summarizes the current situation and deficiencies of the use and management of testing instruments in universities,and analyzes the specific causes of the problems,and deeply explores the effective measures and the standardized management based on the characteristics of the public testing platform.In view of the main problems faced in the use and management of testing instruments in universities,this paper puts forward specific practical measures such as“improving cognition and concept”,“clarifying standardized ideas and improving management mechanism”,“paying attention to policy guidance,strengthening evaluation and incentive”,“laying emphasize on business communication and strengthening personnel training”,and summarizes the attempts and the results of standardizing the management of testing instruments in the Center of Testing Science&Experiment in Jilin University.Its achievements in recent three years have proved the effectiveness of the relevant measures.
