湖南非义务教育专项债发行的可行性分析:基于公共产品的视角

摘　　要：义务教育与非义务教育协调发展是构建一个完善的国民教育体系的客观要求。同时,非义务教育的准公共产品性质也决定了政府有支持非义务教育发展的义务。文章从非义务教育的准公共产品属性出发,结合当前国家财政相关政策,详细论证了利用专项债来支撑湖南省非义务教育发展的必要性和可行性,并结合湖南省当前非义务教育发展的实际,进一步论证了利用专项债支持湖南省非义务教育发展的紧迫性。The coordinated development of compulsory education and non-compulsory education is an objective requirement for building a sound national education system.At the same time,the nature of quasi-public products of non-compulsory education also determines that the government has the obligation to support the development of non-compulsory education.Starting from the attribute of quasi-public products of non-compulsory education,combined with the current national financial policies,this paper demonstrates in detail the necessity and feasibility of using special bonds to support the development of non-compulsory education in Hu’nan Province,and further demonstrates the urgency of using special bonds to support the development of non-compulsory education in the province combining the current development of non-compulsory education in the province.
