摘  要:异质高校战略联盟的有效运行对于加强不同实力高校之间合作,实现协调发展具有重要意义。由于联盟成员高校的异质性,联盟运行管理难以实现自主均衡。本文构建了政府引导、强校牵头、弱校参与的异质高校战略联盟三方演化博弈模型,分析了政府、强校和弱校在联盟运行过程中的策略选择,并仿真分析了政府不同参与方式的政策效果。研究表明:政府参与是异质高校战略联盟有效运行的基本保障;政府不同参与方式的政策效率存在差异;政府提高政策干预幅度对强校决策产生更大影响;联盟运行机制的设定应遵循平等原则。The effective operation of Heterogeneous University Strategic Alliance is of great significance to strengthen cooperation among universities with different strengths and realize coordinated development.However,the operation mechanism of the alliance led by the strong university-participated by the weak university has some drawbacks.In view of this,the paper introduces the government into the decision-making model,and constructs the government-guided,strong university-led,weak university-involved tripartite evolutionary game model of Heterogeneous University Strategic Alliance,and analyzes the strategy choice of the government,the strong university and the weak university in the running process of the alliance,and studies the policy effect of different participation ways of the government by simulation analysis.The results show that government participation is the basic guarantee for the effective operation of Heterogeneous University Strategic Alliance;the policy efficiency of different ways of government participation is different;the increase of government intervention has a greater impact on the decision-making of the strong university;the establishment of the operational mechanism of the alliance should follow the principle of equality.
