摘　　要：近年来,提升教育开放性已引起国内外图书馆高度重视。解读欧洲学术出版及学术资源联盟(SPARC Europe)近3年系列调查报告《欧洲高等教育图书馆开放教育》可为我国图书馆支持开放教育提供借鉴。解读结果表明,未来欧洲学术图书馆支持开放教育的发展趋势包括开放教育发展重心向开放教育实践转变、与利益相关者建立联盟、突破技术能力弱势、加强开放教育资源的包容性、有效性及公平性建设等。我国图书馆支持开放教育可从4个方面着手:提升开放教育实践意识;制定利益相关者管理计划,创建多类型实践型组织;重视生态系统优化及能力提升;加速制定有关包容性、有效性及公平性的政策及规划。In recent years,libraries at home and abroad have attached great importance to improving the openness of education.It can provide reference for Chinese libraries to support open education by interpreting the series survey reports of"Open Education of European Libraries of Higher Education"of Scholarly Publishing and Academic Resources Coalition of Europe(SPARC Europe)in recent three years.The results show that the development trends of European academic libraries supporting open education in the future include changing the focus of open education development to open education practice,establishing alliances with stakeholders,breaking through the weak technical capabilities,strengthening the inclusive,effective and equitable construction of open educational resources,etc.Chinese libraries can support open education from four aspects:enhancing the awareness of open education practice,formulating stakeholder management plans,creating multi-type practical organizations,attaching importance to ecosystem optimization and ability improvement,and accelerating the formulation of policies and plans related to inclusiveness,effectiveness and fairness.
