摘  要:终身学习是助力社会和经济进步的直接动力。欧洲联盟委员会于2021年8月发布的《欧洲成人教育和培训:构建通往技能和资格的包容性途径》报告中提出了构建成人教育与培训包容性学习途径的理念。委员会在对37个欧洲国家的42个教育和培训政策及实施现状的系统调研的基础上,指出当前欧洲国家在推进成人教育与培训中面临着基础相对薄弱、区域差距相对较大、成本限制等现实挑战。报告提出未来推进欧洲成人教育与培训高质量发展应坚持以下七条路径,即构建利益共担的多元利益共同体、完善结构化成人学习支持体系、完善相互补充的资金供应体系、创造灵活性的学习条件、建立相对完备的学习成果认证机制、拓宽成人认识和外联活动延展性、进行持续的跟踪与指导。报告对我国构建学习型大国有如下启示:坚持制度引领,构建参与共同体;厚植特色底蕴,完善中国特色成人教育与培训体系;坚持科学评估,拓宽培训延展性;进行持续跟踪和指导服务,实现学习的终身化。Lifelong learning is a direct driving force for social and economic progress.The European Commission s report,Adult Education and Training in Europe:Building Inclusive Pathways to Skills and Qualifications,was released in August 2021,and proposed the concept of building inclusive learning pathways for adult education and training.Based on a systematic investigation of 42 education and training policies and implementation status in 37 European countries,the Committee points out that the current European countries are facing practical challenges such as weak foundation,large regional gap and cost limitation in promoting adult education and training.The report suggests the following seven paths to promote the high-quality development of European adult education and training in the future,that is,to build a multi-interest community with shared interests,to improve the structured adult learning support system,to improve the complementary fund supply system,to create flexible learning conditions,to establish a relatively complete mechanism for the recognition of learning results,to broaden adult awareness and outreach activities to extend,and to carry out continuous tracking and guidance.The report has the following implications for China s construction of a learning country:it is necessary to adhere to system guidance to build a community of participation;improve the adult education and training system with Chinese characteristics;adhere to scientific evaluation to broaden the extensibility of training;carry out continuous tracking and guidance services to achieve lifelong learning.
