摘　　要：领导干部能力素质论是习近平新时代中国特色社会主义思想的重要组成部分,对其进行深入解读,是新时代加强党的干部队伍建设和推进国家治理现代化的必然要求和题中应有之义。习近平领导干部能力素质论可从三个维度进行解读:理论之维——深厚的理论根基,即奠基于马克思主义领导干部能力素质思想的引领和植根于中华优秀传统文化的丰厚涵育滋养;历史之维——强大的历史逻辑,即新民主主义革命时期、新中国成立后到改革开放时期及改革开放到社会主义现代化建设时期对领导干部的能力素质要求;实践之维——充沛的内生动力,即始终面向具体实践要求,坚持“两个维护”是对领导干部能力素质建设的根本要求,提高政治能力和政治站位是领导干部能力素质建设的立场原则,忠诚、干净、担当是领导干部能力素质的集中体现,提高防范化解未知风险能力是领导干部能力素质的必备技能,不忘初心、牢记使命是领导干部治国经邦实践的为政之要。Leading cadres’ability and quality theory is an important part of Xi Jinping’s thought of socialism with Chinese characteristics in the new era.It is the inevitable requirement and meaning of strengthening the construction of the party’s cadres and promoting the modernization of national governance in the new era.“Three-dimensional interpretation”:the dimension of the theory-a deep theoretical base,That is,it is based on the guidance of Marxist Thought on the Ability and Quality of Leading Cadres and rooted in the rich cultivation and nourishment of Chinese excellent traditional culture.Dimension of history-a powerful historical logic,That is,the requirements of leading cadres’ability and quality from the new democratic revolution period to the founding of new China to the open and reform period to the socialist modernization construction period.Dimension of practice-abundant endogenous power,That is,always oriented to specific practical requirements.Adhering to the“two maintenance”is the fundamental requirement for the construction of leading cadres;Improving political ability and political standing is the position principle of leading cadres;Loyalty,cleanliness and responsibility are the concentrated embodiment of the ability and quality of leading cadres;Improving the ability to prevent and defuse unknown risks is the necessary skill of leading cadres’ability and quality;Staying true to the original aspiration and keeping the mission in mind is essential for the leading cadres to govern the country and state.
