摘　　要：公共性是现代教育事业的基本特征,在市场化改革进程中,高等教育越来越体现出市场化的特质。市场具有先天的逐利性和效率优先性特征,而高等教育具有公共性的同时,也表现出相应的滞后性。高等教育的类市场改革以市场方式配置教育资源,具有准市场和不完全市场的特点。具体而言,在治理主体上,“类市场化”治理模式主张政府“集权管理”与“有限分权”相结合;在治理手段上,遵从政府“行政主导”与“有限竞争”相适配;在议程设置上,恪守“政府主导”与“社会参与”互动;在政策工具上,落实“混合性政策工具”与“强制性政策工具”的组合运用;在关键驱力上,实现“德治”与“法治”的有效融入。在对高等教育治理模式进行价值调整时,需要进一步理顺政府与高校的关系,完善市场竞争机制,持续构建更为民主、科学和法治的决策机制。Publicity is a fundamental feature of modern education,and in the process of market-oriented reform,higher education is increasingly reflecting the characteristics of marketization.The market has inherent characteristics of profit seeking and efficiency prioritization,while higher education,while possessing public nature,also exhibits corresponding lag.The quasi market reform of higher education allocates educational resources in a market-oriented manner,with the characteristics of a quasi market and an incomplete market.Specifically,in terms of governance entities,the“quasi market-oriented”governance model advocates a combination of government“centralized management”and“limited decentralization”;In terms of governance methods,it is necessary to comply with the government’s“administrative leadership”and“limited competition”in coordination;In terms of agenda setting,adhere to the interaction between“government leadership”and“social participation”;In terms of policy tools,implement the combination of“mixed policy tools”and“mandatory policy tools”;In terms of key driving forces,achieve effective integration of“rule of virtue”and“rule of law”.When adjusting the value of higher education governance models,it is necessary to further streamline the relationship between the government and universities,effectively improve market competition mechanisms,and continuously build more democratic,scientific,and legal decision-making mechanisms.
