高校外事管理平台建设思考及实践——以西安电子科技大学为例

摘　　要：当前,国际化成为世界高等教育发展的趋势。在教育部等相关部门部署下,加强新时代教育开放、提升国际化水平已成为我国高等教育重点工作。高校国际化虽有各种机遇,但也面临业务量大而信息化程度不高、审批效率低、数据整合不足等挑战;尤其是近年来,在新冠疫情的影响下,跨境交流受到严重阻碍。在此形势下,通过信息化途径开展国际交流及外事管理成为高校关注的重点。在国家政策支持和学校大力推进下,西安电子科技大学建成外事系统综合管理服务平台,以缩短外事业务审批时间、提升服务质量、规范管理流程,并可通过可视化的数据辅助决策。以此为研究对象,介绍平台建设思路、实现路径及遇到的瓶颈问题,也为其他高校的外事信息化建设提供参考。At present,internationalization has become the trend of higher education worldwide.Under the deployment of the Ministry of Education and other related Chinese departments,strengthening the opening of education in the new era and promoting the level of internationalization has become a key work for higher education.Although there are opportunities for the internationalization of colleges and universities,it also faces challenges such as large business volume,low informatization level,low approval efficiency and insufficient data integration.And in recent years,under the impact of the COVID-19 epidemic,cross-border exchanges have also been seriously hindered.Thus,international exchange and foreign affairs management through information technology become the focus of universities.With the support from Chinese policy and the strong promotion of XIdian University,XIdian University has built a comprehensive management service platform of foreign affairs system,which shortens the approval time of foreign affairs business,improves the service quality,standardizes the management process,and assists decision-making through visual data.This paper takes the establishment of the Foreign affairs system integrated management service platform of Xidian University as the research object,introduces the construction ideas,implementation path and bottleneck of the platform construction,and also provides a reference for the foreign affairs information construction of other universities.
