摘  要:中国对外教育援助的扩张吸引了国际社会的普遍关注,国外学者的研究从外部提供了对中国教育援助的洞察性评论,能为我国的教育援助发展提供启发。本研究通过分析36篇来自国外学者的研究(实证研究为主),了解他们如何看待中国教育援助的方式、特点、问题及其建议。分析结果发现,国外学者指出中国教育援助具有援助政策话语突出“平等合作”“互利共赢”,援助方式重视基础设施建设和人力资源开发,高等教育优先于基础教育,援助资金管理方式独特等特点;存在缺乏单独系统的教育援助政策、教育援助管理分散、缺少专业人才以及对发展伙伴国家教育援助需求回应不足等问题。因此,国外学者建议中国加强专业人才培养,完善教育援助政策和管理机制,丰富和创新援助方式,加强与其他援助者的协调合作等。The expansion of China's educational aid has attracted widespread attention from the international community.Researches of foreign scholars can provide insightful comments on China's educational aid from the outside,which can give inspirations to the development of China's educational aid practice.This article analyzes 36 researches(mainly empirical research)of foreign scholars to see how they view the approaches,characteristics,problems of China's educational aid and their suggestions.Results show that China's educational aid practice is characterized by the followings:highlighting"equal cooperation"and"mutual benefit and winwin results"in aid policy discourses,emphasizing infrastructure construction and human resource development,prioritizing higher education rather than basic education,and adopting a unique aid fund management method.The observed problems include the lack of a separated and systematic educational aid policy,decentralized management,a lack of professional talents,and insufficient response to the educational needs of development partners.Therefore,it is recommended that China should strengthen the cultivation of professional talents,improve educational aid policies and management mechanisms,enrich and innovate aid approaches,and strengthen the coordination with other donors,etc.
