摘  要:为改善儿童课后托管的教育难题,美国加利福尼亚州在“全学校、全社区、全儿童”(WSCC)框架下推行课后服务项目,以“全儿童”理念为中心,极力推进儿童健康与学习的协同发展。该项目构建了整体化的运行机制,通过政策法规、运营组织、资源保障、质量评估四大主体紧密衔接、相互协同,以儿童居住的社区为中心,着重组织和利用公共资源,来满足儿童在健康与学习协同发展过程中的各方面需求。WSCC模式下加州课后服务项目具有以下主要特征:促进教育公平的价值定位;遵循健康与学习协调统一的“全儿童”理念;依托社区建构伙伴关系;构建整体化的运作机制强化课后服务硬实力。该课后服务项目在WSCC框架下整合健康与学习的经验,为我国课后服务的发展提供了重要启示。In order to solve the educational problems of children's after-school care,the State of California in USA has implemented the after-school service under the framework of"Whole School,Whole Community,Whole Child"(WSCC).Based on the concept of"the whole child",the after-school service strives to promote the coordinated development of health and study of children.The project has built an integrated operation mechanism,in which four main bodies(policies and regulations,operation organizations,resource guarantee,quality evaluation)closely link and coordinate with each other.According to the operation mechanism,the project centers around the community where children live,and then organizes and utilizes public resources it has to meet all aspects of children's needs in the process of development.The afterschool service in California under the framework of WSCC has the following main characteristics:insisting on the value of fostering education equity,practicing the concept of"the whole child"which promotes the coordinated development of health and study,relying on the community to build partnerships,and constructing integrated operation mechanism to strengthen the after-school service.The experience of the after-school service project in California which integrates health and study under WSCC framework provides important enlightenment for the development of the after-school service in China.
