摘　　要：开放大学举办社会教育,既是构建服务全民终身学习教育体系的重要举措,又是作为社会教育机构的重要职责和必然使命,也是满足社会民众学习需要的有效途径。开放大学以学习者为中心的教育取向、灵活开放的办学模式、网格式区域办学布局以及融会贯通的教育形式,使其举办社会教育更具优势。开放大学举办社会教育应以现代终身教育为核心理念,以全体社会民众为普遍对象,以社区教育为主要渠道。当前,开放大学举办社会教育已具备相应的条件,但尚不成熟,主要受以下几方面的影响:社会教育责任感和责任能力仍需加强,优质社会教育资源集聚整合共享程度较低,学历与非学历继续教育衔接融合转化度有待提升,学校职责定位尚不明晰、经费保障跟进步伐缓慢。开放大学应以社区教育为抓手,优化整合教育教学资源;以终身教育需求为导向,创新培育教与学特色课程;以自我约束机制为基础,积极探索社会教育办学管理体制;以多元主体协同合作为动力,建立供给分担机制,发挥开放大学举办社会教育的领军作用。It is an important initiative for the Open University to conduct social education by constructing a lifelong learning education system for all people.Conducting social education is also an important duty and inevita-ble mission for the Open University as a social education institution,as well as an effective way to meet the learn-ing needs of the public.The Open University is more advantageous in social education due to its learner-centered education orientation,flexible and open school-running mode,grid-style regional school-running layout,and integrat-ed education form.The core idea of social education in the Open University is to achieve modern life-long educa-tion,with all people as the general object and community education as the main channel.At present,the Open University has the corresponding conditions to hold social education but still has some gaps including the need to strengthen the sense of responsibility and capability in social education,the low degree of integration and sharing of quality socio-educational resources,the need to enhance the integration of academic and non-academic continu-ing education,the unclear roles and responsibilities of the schools,and the slow pace of progress in funding protec-tion.The Open University should take community education as the key point,optimize and integrate educational re-sources,take lifelong education as the guidance,innovate and cultivate the characteristic curriculum of teaching and learning,and take self-restraint mechanism as the foundation.The Open University also should actively explore the management system of running schools for social education,take multi-subject cooperation as the driving force,and establish the supply-sharing mechanism to play a leading role in conducting social education.
