摘 要:推动高校学生增值评价落地是一项系统、复杂的改革工程。美国考试服务中心增值评价的应用模式相对成熟,通过以大学生专业领域测试(Major Field Tests, MFT)为对象,沿着“设计概览—组织实施—数据分析—结果应用”的应用链路,在“质量、信誉、经费”三大运行保障下,进行高校学生增值评价的实践,形成以应用链路为前驱、以运行保障为后盾、以自身良性的运作基础为中枢的应用模式,实现增值评价改革工程告竣。鉴于美国高校学生增值评价的应用模式,提出三点建议:以专业化建设为起点,提高增值评价的水平和质量;以提升服务能力为手段,发挥增值评价的多元功能;以第三方评价机构介入为契机,提高增值评价的公信力。为推进我国大学生增值评价发展提供参考。It is a systematic and complex reform project to promote college students’value-added assess-ment.The application mode of value-added assessment of American Educational Testing Service is relatively ma-ture.Through the practice of value-added assessment of college students by taking Major Field Tests(MFT)as the object,following the application link of the“design overview—organization and implementation—data analy-sis—result application”,and under the three operational guarantees of“quality,reputation and funds”,the ap-plication mode with application link as the precursor,operation support as the backing and its own benign opera-tion foundation as the center has been formed,and the value-added assessment reform project has been comple-ted.In view of the application mode of value-added assessment of American college students,this paper puts for-ward three suggestions:to improve the level and quality of value-added assessment starting from the professional construction;to give play to the multiple functions of value-added assessment by means of improving the service ability;and to take the involvement of third-party evaluation organization as an opportunity to improve the credi-bility of value-added assessment.This paper will provide references for promoting the development of value-add-ed evaluation of Chinese college students.
