乡村医生订单定向培养模式的实践与探索

摘　　要：依据2020年安康市石泉县乡村医生调查数据分析发现,全县乡村医生队伍呈现年龄老化、青黄不接、人才断层、服务能力不足的现状。为破解石泉县乡村医生短缺难题,安康职业技术学院和石泉县人民政府在乡村医生培养方面进行了实践与探索,依托学院临床医学专业办学优势,签订订单定向培养协议,推行免费订单定向培养模式。依照协议规定,石泉县人民政府、教育体育局和卫生健康局负责招生宣传、推选学员和保障经费,卫生健康局与学院共同制定人才培养方案,学院依据人才培养方案和乡村医生岗位需求进行教学改革,培养“下得去、留得住、用得上”的乡村医生专门人才。自2020年起,已成功在石泉县招收三届学生,共计25名,取得了较好的社会效应和示范作用,目前,学院已与安康市三个县签订联合培养协议,其余县区卫生健康局积极主动与学院商讨乡村医生培养事宜,乡村医生订单定向培养模式有望在全市范围内全面铺开。According to the analysis of the researches on rural doctors in Shiquan County,Ankang City in 2020,it was found that the county's rural doctor team showed the status quo of ageing,talent discontinuity and insufficient service capacity.And there are not enough trained younger rural doctors ready to take over from older rural ones.In order to solve this problem,Ankang Vocational and Technical College and Shiquan Government have practiced and explored a kind of new mode to train rural doctors.On the backdrop of this new mode,the college relying on the advantages of clinical medicine training signed an order-oriented training agreement with the local government.As the agreement required,Shiquan Government,the Bureau of Education and Sports and the Bureau of Health are responsible for the promotion of this policy,selection of students,funding and students’enrollment,while the Bureau of Health and the college jointly formulate the personnel training program.Based on the personnel training program and the needs of development of rural doctors,the college aims to train qualified students who are willing to be rural doctors working for rural medical inheritance and development after graduation.Since 2020,the college has been successfully developing the training program to train 25 students who wants to devote themselves to be rural doctors after graduation for Shiquan county,which has beneficial and demonstrative influence for other counties in Ankang.So far,there has been three counties signing order-oriented training agreement with the college.Now,the remaining counties’health bureaus in Ankang are actively negotiating over adopting this training mode to satisfy the demand for medical personnel at the primary level with the college.
