21世纪中国医学教育政策的共性特征与发展启示

摘　　要：以21世纪以来我国正式发布的医学教育政策文件为研究对象,采用政策文本分析法,从政策价值导向、政策目标、政策对象、政策工具四个维度进行比对分析。研究发现,我国医学教育政策的主导价值取向是服务国家发展,健全医学教育体系的政策目标贯穿其中,政策对象主要围绕8个方面深化改革举措,政策工具得到普遍使用并以象征与规劝工具为主。在保持相对稳定性的同时,医学教育政策也在随着时代的发展而演化。未来,可以从树立服务发展与遵循规律相统一的价值观念,打造“中国特色、世界一流”的医学教育体系,开展以“新医科”为统领的交叉融合创新实践,营造互为补充、协同一致的良好政策环境等方面,着力推动我国医学教育实现高质量发展。This research based on the medical education policy documents officially released in China over the past 20 years,adopts the policy text analysis method from four dimensions:policy value orientation,policy goal,policy object,and policy tool.It is found that the main value orientation of medical education policy in China is to serve the national development,through which the policy goal of a sound medical education system is always held.Besides,the policy objects mainly focus on deepening reform measures in eight aspects.Commonly used policy tools are dominated by symbolic and prescriptive ones and presents a new evolution trend with the development of the times.In the future,to promote the innovative development of medical education,we must establish a value concept of serving the country and following the laws,build a world-class medical talent training system with Chinese characteristics,and take the four new initiatives as the action orientation to promote the exploration of reform and innovation practice.As a result,we can foster a comprehensive guarantee mechanism which is complementary and coordinated to make long term contributions for our country.
