摘  要:近年来,食品生产企业的主体责任意识和法律意识均有比较明显的提升,食品产业获得了稳定的发展。但仍然存在着许多食品生产企业未配备食品安全管理人员,或者食品安全管理人员职责不清晰、考核体系不完善、职责体系建设不完备以及食品安全管理不到位等情况,导致食品生产企业主体责任落实不够深入。国家市场监督管理总局于2022年9月下发了《企业落实食品安全主体责任监督管理规定》,在此背景下,本文将从落实保健食品安全主体责任,促进保健食品管理体系建设方面进行探究。In recent years,the main responsibility and legal awareness of food production enterprises have significantly improved,and the food industry has achieved stable development.However,there are still many food production enterprises that are not equipped with food safety management personnel,or the responsibilities of food safety management personnel are unclear,the assessment system is incomplete,the construction of the responsibility system is incomplete,and food safety management is not in place,resulting in insufficient implementation of the main responsibilities of food production enterprises.In September 2022,the State Administration for Market Regulation issued Enterprises implement the Regulations on Supervision and Management of Enterprises’Implementation of Main Responsibilities for Food Safety.Under this background,this paper will explore the implementation of the main responsibility of health food safety and the promotion of the construction of health food management system.
