摘  要:近10年数据分析发现,城乡医疗卫生人才配置差异极为显著,时间序列预测,农村需要较长的时间才能达到城市2012年的水平。结合县域人才招聘案例,从医学教育和用人机制反思农村人才短缺问题。发展壮大农村医疗卫生队伍,以中国式现代化战略安排为指向,预判人民高质量卫生健康需求和人口城镇化趋势,思考医学教育体制改革:在教育层次上,做好中高等教育衔接,实施职普教育两通道的高考制度改革;在教育类型上,从医疗拓展到健康服务领域。畅通城乡人才流动机制,重在消除城乡身份的认知差异,探索多样化的激励措施。Data analysis over the past 10 years shows that there is a significant difference in the allocation of health personnel between urban and rural areas,and the time series predicts that it will take a long time for rural areas to reach the level of urban areas in 2012.Through recruitment case analysis,the problem of rural talent shortage is reflected from the perspective of medical education and employment mechanism.It is suggested to develop and strengthen the rural medical and health personnel guided by the strategic arrangement of Chinese-style modernization,and to predict people's needs for high-quality health care and population urbanization trends.In the reform of the medical education system,we should optimize the connection between secondary and higher education,and implement the reform of the college entrance examination system with two channels:vocational education and general education.In terms of educational types,it's suggested to expand from medical care to the field of health services.The reform needs to promote the mechanism of urban and rural personnel flow,focus on eliminating the cognitive gap between urban and rural identity,and explore diversified incentive measures.
