摘 要:落实学校办学自主权是深化教育改革、推进教育治理体系和治理能力现代化的重要内容。科学、合理、有效地落实公办中小学办学自主权须充分考虑不同学校在价值认知、政策制定和行动落实上的差异性。因此,文章对中国9省市不同区域、学段和地域学校的调研结果表明,不同主体对落实公办中小学办学自主权的现状和诉求上存在明显差异:乡镇或农村区域、普通高中、中西部地区学校满意度相对较低,对生存层面的办学自主权需求更为迫切。下放公办中小学办学自主权,应尊重主体差异,合理设置放权内容;应以治理能力为基础,有选择、分步骤进行;须注重对下放权力的跟踪管理,以评估提升权力运行效率。Implementing the autonomy of schools in running schools is an important part of deepening education reform,promoting the modernization of the education governance system and governance capabilities.To scientifically,reasonably,and effectively implement the autonomy of public primary and secondary schools,it is necessary to fully consider the differences in value perception,policy formulation,and action implementation among different schools.Therefore,the research results of the article on schools in different regions,stages,and regions of 9 provinces and cities in China indicate that there are significant differences in the current situation and demands of implementing the autonomy of public primary and secondary schools among different entities:the satisfaction of schools in townships or rural areas,ordinary high schools,and central and western regions is relatively low,and the demand for survival level autonomy in running schools is more urgent.Decentralizing the autonomy of public primary and secondary schools should respect the differences in subjects and reasonably set up the content of decentralization.It should be based on governance capabilities and carried out selectively and step by step.Attention should be paid to the tracking and management of delegated powers to evaluate and improve the efficiency of power operation.
