摘  要:技术进步是就业形态演进的主要动因。从农业经济时代、工业经济时代到正在迈入的数字经济时代,在技术驱动下社会主要就业形态实现了“灵活-固定-灵活”的螺旋式变化。在数字经济时代,数字技术使得协调沟通成本降低,灵活就业已呈现出快速发展态势,并将长期、稳定存在。下一步推动高质量充分就业,要立足我国灵活用工市场存在的现实问题,优化制度供给,在深刻认识灵活就业形态变化规律的基础上,加快完善相关制度体系;健全灵活就业市场信用监管规则体系,规范企业用工行为;深化社会保险领域改革,健全灵活就业者权益保障机制;健全相关培训政策体系,提升灵活就业者人力资本。Technological progress is the main driving force behind the evolution of employment patterns.From the era of agricultural economy and industrial economy to the digital economy that is ongoing,technology has driven the main forms of employment to achieve a spiral development featured by"flexible-fixedflexible"changes.In the era of digital economy,digital technology has reduced the cost of coordination and communication,and flexible employment has shown a rapid development trend,which will exist in a longterm and stable manner.Considering the current problems in China's flexible employment market,we need to optimize institutional supply and accelerate the improvement of relevant institutional systems based on a deep understanding of the changing patterns of flexible employment.We need to establish a sound and flexible credit supervision and management system for the employment market,and standardize the employment behavior of enterprises.We need to deepen the reform of social insurance system and improve the mechanism for safeguarding the rights and interests of flexible employees.We need to improve the relevant training policy and boost the human capital of flexible employees.
