新医改背景下我国医生集团发展模式研究

摘　　要：我国医生集团是在新医改背景下,医生自发组织探寻新出路的举措。医生集团的出现给中国医疗领域注入活力,但作为行业新事物,其发展尚处于探索阶段,存在政策法规和监管体系缺失、营业范围受限制、人才资源匮乏等问题。文章以我国医生集团为研究对象,分析其发展现状和面临的困境,分别阐述体制内、体制外和平台型三种医生集团发展模式的概念、特点和存在的问题,并提出制定相应政策法规、加强监管体系、完善医疗保险支付体系、建立医疗行业数据信息共享平台、以及探索医生集团新模式等促进其健康发展的对策和建议。In the context of the new health-care reform of China,physician group is a new initiative headed by doctors from their own perspectives.The emergence of the physician group breathes new life into China’s medical field.However,as a novelty in the medical industry,the development of physician group is still at exploring stage,accompanied with various problems such as lack in policies and regulatory system,limitation in business scope,and scarcity of human resources.This paper took the physician group of China as the research subject,analyzed its development status and dilemmas,elaborated the concepts,characteristics,and existing problems of the three different developmental modes of physician group,including the within-the-system mode,outside-the-system mode,and platform mode,separately.And it proposed some recommendations and coping strategies to promote the healthy development of physician group,such as shaping corresponding policies and regulatory system,strengthening its supervision system,improving the medical insurance payment system,establishing the data and information sharing-platform of medical industry,and exploring new modes for physician group.
