体育与健康新课标推进过程中的疑惑、问题和回应

摘　　要：自《普通高中体育与健康课程标准(2017年版)》《义务教育体育与健康课程标准(2022年版)》发布以来,多方面收集了关于对体育与健康新课标的认识、理解和实施过程中的问题和疑惑。从中梳理选取出:义务教育新课标为什么没有明确规定体质健康测试和体育中考测试内容;体育选项走班制教学组织形式是否适合小学和初中;高中模块选项教学在内容设计与实施中重要的4个问题;是否所有的体育课都需要10 min左右的体能练习;如何认识结构化运动知识和技能教学与单个技术动作教学;课程标准中规定的运动负荷的依据是什么等较典型的疑惑和普遍存在的问题,对这些问题进行了针对性回应和进一步阐释。同时,概括和分析了当前中小学学校体育领域中需要注意的三大问题。这有助于广大学校体育工作者进一步理解和认识新课标,推动新课标的全面落地和有效实施。Since the publication of Physical Education and Health Curriculum Standards for Ordinary High Schools(2017 Edition)and Physical Education and Health Curriculum Standards for Compulsory Education(2022 Edition),many problems and doubts have been collected in the process of perceiving,understanding and implementing the new curriculum standards for physical education and health.The problems and doubts sum marized include:why the new curriculum standard of compulsory education doesn’t specify the contents of physical health test and physical education entrance examination;whether sports optional class system teaching organization form is suitable for the four important problems in the content design and implementation of module option teaching in primary and junior&senior high schools;whether all physical education classes require about 10 minutes of physical exercise;how we should understand the structured sports knowledge and skill teaching and single technical action teaching;what is the basis of sports load stipulated in the curriculum stan-dards and other typical doubts and common problems,which are correspondingly responded and further ex-plained.Meanwhile,it summarizes three major problems that need to be paid attention to in the field of school physical education in primary and secondary schools.It will help the majority of school sports workers to further understand and interpret the new curriculum standard,and promote the comprehensive and effective imple-mentation of the new curriculum standard.
