关于深圳新型智库人才机制建设的思考

摘  要:加强中国特色新型智库建设,建立健全决策咨询制度,是党中央在新的历史时期做出的一项重大战略决策。提出新型智库发展人才是关键,人才活力关键在机制,人才机制建设重点在于科学评价和有效激励。采用专家访谈、问卷调查和实地考察等方法,对深圳党政类智库、高校智库、企业智库和社会智库等主要智库类型人才建设的现状和问题做了分析。以深圳新型智库建设为背景,从站在战略高度谋划智库的长远发展、高度重视智库人才、强化分类管理、理顺智库价值链管理基本逻辑等方面深化对深圳新型智库发展和人才机制建设的认识;从协同推进政策、规划和立法层面的引导扶持、创新人才评价机制、夯实人才激励与保障基础等方面给出了推动深圳新型智库人才机制建设的具体举措建议。Strengthening the construction of new think tanks with Chinese characteristics and establishing a sound decision-making consultation system is a strategic decision made by the Party Central Committee in the new historical period.The development of talents is crucial to the development of new think tanks,and the vitality of talents lies in talent mechanism,the focus of which lies in scientific evaluation and effective incentives.Through expert interviews,questionnaire surveys,and on-site investigations,the current situation and existing problems of talent mechanisms of the Party and government think tanks,university think tanks,enterprise think tanks,and social think tanks in Shenzhen are analyzed.To construct new think tanks in Shenzhen,our understanding of new think tanks and talent mechanism should be improved;great importance should be attached to talents cultivation for the long-term development of think tanks.Classified think tank management should be strengthened,the basic logic of think tank value chain management should be streamlined.To promote the construction of a new talent mechanism in Shenzhen,specific measures and suggestions are proposed as follows:1) provide coordinated guidance and support at policy,planning and legislative levels;2) establish innovative talent evaluation mechanism;3) consolidate the foundation for talent incentives and guarantees.
