基于黄炎培职业教育质量观依法重构学校ISO 21001卓越质量管理体系的思考

摘  要:职业教育作为一种教育类型,建立符合职业教育发展、匹配现阶段教育改革趋势的职业教育质量观,不仅是落实职业教育法的一项重要举措,也是现代职业教育实现高质量发展的根本要求和核心要义。以黄炎培先生为代表的中国职业教育先驱们在长期的职业教育理论探索和职业教育实践中形成了体现职业教育质量观的系列理论,为质量观的建立提供了参考、厘清了标准。从职业教育质量问题出发,通过对比国内外质量管理体系建设现状挖掘问题,以黄炎培教育质量观为入手点,对ISO 21001国际标准进行优化和实践,构建可评可控、可观可行的职业教育质量观,全面推动高职院校办学质量的进一步提升。Vocational education as a type of education,it is not only an important measure to implement the law of vocational education,but also the fundamental requirements and key point for realizing high-quality development of modern vocational education to establish a vocational education quality concept that is in line with the development of vocational education and the trend of education reform at this stage.The pioneers of Chinese vocational education represented by Mr.Huang Yanpei have formed a series of theories reflecting the quality concept of vocational education in the long-term theoretical exploration and practice of vocational education,providing reference and clarifying standards for the establishment of the quality concept.This paper optimizes and practices the ISO 21001 international standard,builds a view on the quality of vocational education that is evaluated,controllable,observable and feasible,and comprehensively promotes the further improvement of higher vocational colleges'school running quality.
