摘　　要：数字化终身学习资源的规范与标准是推进一流数字化学习资源建设,使优质资源易学习、易管理、易分享成为可能的重要保障。本文系统分析了数字化终身学习资源标准的制订策略,包括承接基础标准、构建元数据模型、扩展非正规学习标准、预留资历框架接口、前置学分银行要素、完善衔接性设计、融合数据治理、注入联通主义基因等。在阐明该标准框架的理论基础、政策基础和实践基础上,构建了数字化终身学习资源标准框架。遵循自顶向下引用国家标准并扩展特色参数的原则,设计了数字化终身学习资源建设的指标体系。本标准框架及指标在山东开放大学推进一流学习资源建设的研究与实践中表明,其应用提升了学习资源建设的有效性及有用性,为教育数字化标准体系的规划和研制奠定了基础。The norms and standards of digital Lifelong learning resources are an important guarantee to promote the construction of first-class digital learning resources and make high-quality resources easy to learn,manage and share.This paper systematically analyzes the formulation strategies of digital Lifelong learning resource standards,including undertaking basic standards,constructing metadata models,expanding informal learning standards,reserving qualification framework interfaces,pre credit bank elements,improving connectivity design,integrating data governance,and injecting the gene of connectivity.On the basis of clarifying the theoretical basis,policy basis and practice of the standard framework,the standard framework of digital Lifelong learning resources is constructed.Following the principle of quoting national standards from top to bottom and expanding characteristic parameters,the index system of digital Lifelong learning resource construction is designed.The framework and indicators of this standard have been demonstrated in the research and practice of promoting the construction of first-class learning resources at Shandong Open University,and their application has improved the effectiveness and usefulness of learning resource construction,laying the foundation for the planning and development of the digital education standard system.
